Those bigger right sided collartabs are after-war era. Recognised from burlap background and rectangular shape. Maybe around 1958-1970.
Left ones are ok, wartime.
Bigger 13mm star is for senior officer civil servant, 1 big star for major, 2 for lietenant colonel. There is no Colonel civil servant.

kind of funny how much information these holds being such a small thing... oh and yes i forgot measure these collar tabs...
