Upper text is maybe name of the owner, hard to say because its so confused.
but below is "KAUHAVA", its famous province in finland, because from that district came very famous
    finnish troops in winter war.

I wonder if the owner was from there or was there were any battles in that area that he chose to commemorate on the blade? Is it possible to find out more?

Usually it is not the name of the owner but name of the producer. Puukos were often made by local small producers or just blacksmiths.

I think the owner was from Kauhava, because Kauhava is in western Finland and there was no battles during the winter war.
