Hard to tell, but definitely not Police depot as this gun model was never given to them.
They were mostly distributed to Pilots in airforce or Ground forces. As they were know more effective combat pistol than others, they were popular in hard use.
Beside pilots, I remember seeing this gun in SA-photos with soldier with armored train, other was combat medic.
My guess is "PolttoAine Varikko", fuel depot as related to airforce. Other guess is "Panssari AseVarikko", Armor gun depot.
Besides gun depot, AV could be "Taisteluvälinevarikko", combat material depot. But "P" letter meaning is hard to guess, PAV is not listed in shortened army unit words.
It was fun to think about this.
