Rescue service flag, real or fake?

Hello fellow flag collectors, been watching the forum for quite some time now. It helped me alot when buying a common soviet navy flag. (90cm x 130cm)

Its time for a second flag, saw this flag for sale but i would like some expert opinion on it. Something jut feels off: no rope attachement, no square reinforcement in the corners. The flag is reinforced on the ends though. Stamp logo appears on several flags and pennants i have seen on the internet. The flag size is 70cm x 100cm.
