1935 Saar status referendum pennats.

I have new additions to me collection.
Are from the 1935 Saar status referendum.
I found three different printed patches, but everyone
has different quote.
The only comparison material I found at germanmilitaria.com.
The Collector's Guild
I believe is not a car pennant,I thing was for street decoration.
Does anyone know what they were for?
