late war or fake?

hello, i recently purchased a flag and usually i am good with flags and the flag looks good but it has one thing i have never seen before. the swastika is tough and feels as if somebody applied some type of glue or some other agent to toughen it. the rest of the flag (the red body and white disk) are fine only the swastika is tough. It is the same on the other side as well.

Has anybody ever encountered anything similar to this before?

What would be the reason behind this?
