I can't speak to the stamp, but I don't see any problems with the banner. If the circle and swas appear on one side only, it may have been intended for indoor display or for the outer wall of a building.

Well it does have the reinforced stitching on the lower corners but not heavy duty so maybe indoor use
The disk is double panel

I must admit that even though I no longer collect TR items, this really draws my interest because of the signatures. I see that one fellow was from Houston, Texas (15 min. from where I live), but I can't make the name out in the picture. What a fantastic conversation piece.
