Pennant with "odd" coating

Any ideas as to what this pennant was used for? Naval? Why the coating? Thanks!

What you are seeing is not a coating, but the remains of a heavily moth eaten woolen base material.

Could be used in a variety of situations.

I have seen many pennants that are cotton, but why the wool overlay?

Interesting that the arms of the swaz are wavy in 3 places

The swastika is machine woven and it depends on how the machine has been set up. Badly in this case! You can sometimes observe this on HJ armbands.
