What you are seeing is not a coating, but the remains of a heavily moth eaten woolen base material.
Could be used in a variety of situations.

The swastika is machine woven and it depends on how the machine has been set up. Badly in this case! You can sometimes observe this on HJ armbands.

The disk is fine. Pennant is early piece. What looks to be blood seems more like grease.
