Unfinished small flag?

This came with a package I received some time ago, it looks like there was a small pole on the left side attached in the past, it is doublesided, (the other side has a few moth holes in the white area). Any ideas?

Kind of looks like an armband roundel that has been made into a small flag.
Not sure. You don't usually see fraying on these things...............

I know it is a mystery to me too...It does'nt glow in the black light and it acutally came with the map you see and the pin, and the NSDAP flag in my other thread, it looks like a pole might have been attached to one side at one time...oh it is double sided.

I agree it looks like it could have been one of those flags. Maybe someone took it back as a momento but I think the true story has been lost to time.
