A bit of an update:
The banner does not fluoresce under a black light. Based on this information it COULD be period correct...which leads me to think movie prop....
5. Dating Textiles
Many modern fibers like rayon and polyester, including sewing tread, will fluoresce under a black light. This helps to date quilts, vintage clothing, stuffed animals, rag dolls and other items made using cloth. However, additives in modern laundry detergents can cause old fabrics to glow under ultraviolet light if they were cleaned with these products. Itís wise to consider manufacturing techniques, design, provenance and materials used in construction in addition to black light exam results.

You seem to be convinced that the item is "real". Thoughts have been given on this thread as to what it may be, and, incidentally, the black light test is by no means conclusive, it only really works correctly with paper. If you have bought it then enjoy it, personally it wouldn't be for me
