I would say this is a repro for sure. The quality is terrible.
It would be for the WW1 Veterans Association, the Kyffhäuserbund.

Reproduction, I have one. When looking at these, look at bottom to se if it has the marks were it was sawed off. One of my friend’s learned that the hard way.

I am not trying to be a smart aleck, but the proper term for "The thing at the top of a flagpole" is called a Finial. If you are going to collect flags and related accoutrements, it is helpful to study vexillological terms. It makes collecting flags all the more interesting.
