I can only add to the chorus and say it is a design I have never seen before. I would not buy it if offered to me is all I can say.

I too would stay away from this kind of buckle. In my opinion, it's a fantasy piece that was most certainly manufactured post-war. These were never used during the Third Reich. Looks to be artificially aged as well.
