    I can tell you that this is the coat-of-arms for the Rheinland [Rhineland].

    yes, it is. It is for fire-brigades. There is a page in the Assmann-catalogue, page 35, which describes it as "old version":
    Feuerwehr, frühere Ausführungen. There the buckle is shown, along with 25 other coat-of-arms.
