Shoulder strap for Party members or HJ

Hi to members.
Picked this up recently along with other items .Id like your opinions .
As the clips are gilded would this have been worn in a regional party organisation or by someone in a more authoritative position?.
Secondly once adjusted to maximum length and not including belt loops in measures only 90cm .Is it me or does it seem a tad short ,maybe it's for HJ.
Your views please.

Could be any political organization that use black leather. Lot of these guys were small.

It was not the leather I was referring to, more the colour of the clips and buckle.I normally see these in silver.Would this have been the same as the cap insignia, where gold would be used by higher ranking officers.?
