I reckon the document they are poring over is the "tactical leave planner" and they are working out who gets to work the public holidays!
WWI Feldspangen were fairly common amongst the German police at that time because very many were WWI veterans. The Treaty of Versailles drastically limited the size of the German Army but not the Police so a great many discharged veterans ended up in the Police. Not too much of a stretch really because the Police was run along broadly similar lines and police personnel were firearms trained as a matter of course and carried out field training. This in part is how the Polizei Divisionnen of the Wehrmacht and Waffen SS came into being (it isn't quite that simple but you get the idea) . They had basically remained in uniform and under arms as it were thus Versailles in a way had been side stepped.
