Apparently, a German-Ukrainian poster. The symbol in the upper left and right corner is a Ukrainian national symbol, the trident of Volodymir. See here: Coat of arms of Ukraine - Wikipedia, the free encyclopedia

(Sorry, don't understand the text; but there are certainly members here who will be able to translate it. Hope this helps as a beginning.)

Hi, suspect he will be a Cossack from the Ukraine, if the photo came with the poster?

The poster has the traditional Ukrainian "Trident of Vladimir" insignia either side at the top. The horse shoe will reflect their nature as horse borne fighters. Sorry I cannot translate it. But the word at top right is "Ukraine".

    Cheers, Ade.

Thanks for the Ukranian info guys!
My assumption was that the poster is maybe a German recruitment poster or has some collaborationist message.

The photo was not with the poster—a friend suggested the figure might be Georgian rather than Cossack, but this is the only photo with this uniformed figure that I have seen.
