Look at the pants, the boots! Where is his car? A bicycle perhaps! ( And the red bands ont he pants?)

My first thought,a General has red stripes down his trouser legs,this chap doesn't. Leon.

When you see a general, he is with his staff and he have a car. Here we have only bycicles.

That staff or car doesn't have to be in the picture...And if you only have bycicles in Paris that's fine but this picture was made in Maastricht before 1940.

Looking at the shape of the cockade on the cap, the stripy looking cap cords, the collar tabs and lack of breast eagle I would say he is a Grenzer or Customs type person. Here is a pic from my collection where you can draw your own comparisons......

By the cord on his hat, he is definitely some sort of officer. No General, as has been said by the lack of pants stripes, and his Boots are certainly not the "riding style" boots, but look more like heavy Field duty boots. His hat has a very high peak to it. An arrogant looking snot, whatever and whoever he was...
