Look at the woman in the background looking over the shoulders of the officers that are examing what I believe is a model of a ship. My guess she is the wife of a General. You NEVER see women with Officers in a military foto like this... Any ideas who she is?

It's hard to say! Without knowing where, and at what event this photo was taken, it's difficult to say for certain who she is.

I doubt it's an 'important' meeting, probably a public event.
