Hi Matt, it is a nice interesting photo.
Given that they wear the Heer breast and cap eagle they have must have been part of the Heer, as these items could only be worn by Law by members of the Armed Forces. I wonder if these were Veteran reservists or the like called up for additional training? It is interesting that the guy in front still wears what appears to be WW1 style uniform.

I think that's it exactly. Between 1936 and 1939, older reservists were called up for short-term military exercises and trained in temporarily raised Landwehr-units.
These men were usually kitted out from existing stocks of outdated uniforms and equipment like Reichswehr and Landespolizei gear.
