This is a difficult one, and I cannot offer a 100% certain ID, but there is a good possibility that these are pre-war Landwehr personnel.
During the years of 1936 to 1939, older reservists of the Landwehr (i.e. the second-line supplementary reserves) were called up for duty in temporarily-raised Landwehr units where they underwent training and took part in military exercises. Some such units were also mobilized for border security duties during the crisis situations of 1938/39.
These men were typically kitted out from surplus stocks of obsolete uniforms and gear originating from the Reichswehr and the Landespolizei. Photographs show a variety of uniforms, often dark-colored and in a cut like those seen here, although they normally had the breast eagle. Apart from this match, the clearly advanced age of some of these men (including the machine gunner) also supports that theory.
He's definitely a Police officer.

I'm not convinced it is a Para badge, I can't see it from the profile of the eagle. Wouldn't flight crew be wearing yellow collar tabs?
