The card is addressed to a Mr. Loehrer of the Wesselsche Kunsthandlung [= Wessel's Art Dealership] at Rostock in the German state of Mecklenburg-Vorpommern.

    It says:

    "Lieber Täff*), kommst Du wohl
    in absehbarer Zeit schwerlich in
die alte Heimat? Bist Du mit den
    Deinen hoffe ich gesund? Im
    Gedenken an schönere Zeiten
    grüssen Dich herzlichst die
    alten Freunde an der Oberirler
    [?]str. [= -strasse]
    und hoffen trotz allem auf
    Frieden und Wiedersehen!
    Alles Liebe v.
    [= von] Luis u. [= und]
    Fanny."

    ...meaning...:

    "Dear Täff, you will hardly
be able to come to your old homeland
in the foreseeable future, right? Hopefully, you and
your family are in good health?
In the memory of better times,
the old friends from the Oberirler
    [?] Street
    greet you whole-heartedly
    and, despite everything, hope for
    peace and us meeting again!
    Much love from Luis and
    Fanny.
    "

*) Apparently, some nickname or perhaps a regional short/colloquial form of a first name.
