I don't know the bearded Italian officer or the persons in the background, but the PL in the foreground is Reichsleiter and Reichsstatthalter Franz Xaver Ritter von Epp.
Thank you Sir. It looks like they are in Italy by the style of building in the background.
It appears both men have their own entourages.
