    could anyone help with what patch this young lady is wearing and a possible translation of the handwriting?

    The uniform is that of the RADwJ [Reichsarbeitsdienst der weiblichen Jugend = National Labor Service of the Female Youth].
    The sleeve patch is for Bezirk XXI (Donauland) [District XXI (Danubian Land)]

    The dedication says:

    "Meiner lieben Inge zum vollendeten 18. Lebensjahr. (signed: 'Geli'.) Steyr, im K.H.D. [= Kriegshilfsdienst] 2. XII 1942."

    ["To my dear Inge on the occasion of her 18th birthday*. (signed: Geli) Steyr, on auxiliary war service. 2 Dec. 1942.]

    * Literally "the completion of her 18th year of life"

    Patch would be for the Reichsarbeitsdienst der weiblichen Jugend (aka RAD - Female Labor Corps). Roman numerals I believe signify the 21st District (Labor Corps were composed of 33 districts).
