    Yes and no, here's what I found from my research.

    ,,In 1939, the 4. SS-Polizei-Panzergrenadier-Division was raised by Heinrich Himmler from Ordnungpolizei and Allgemeine-SS recruits. It was a "polizei" division and did not fall under general SS administration until January 1941 and full Waffen-SS control until February 1942. Before that time the men wore a mix of police and SS insignia and were equipped with horse drawn artillery and captured Czech weapons.''
