yes, he is.

this was authorized for wear between September 1939 and May 1940. it was such a short period of time that double rune tab sets and photos such as this one are relatively rare.

my understanding is the photo was taken in Holland. this could be incorrect, but this is Fortenbacher who was with Germania in Holland. however, the dates in that role, and the dates suggested by the double rune collar tabs do not quite match up.
