Painting looks like Hitler looking over someone by artist Bly

Found this painting at my grandfathers house. He was in WWII and I thought it was interesting. I have not found much on my own about this and was hoping that someone could help identify it or point me in the right direction. Thought that it might be a POW painting but not sure. It looks like to me Hitler looking over someone not sure who it would be. Any help is appreciated.

It does have that look. That is what made me interested in it. Very creepy feeling to the painting.

I have read and watched the movie 1984 and read Animal Farm. Both were wonderful but all though it looks similar too big brother looking over Winston and it does kind of looks like Winston from the movie. I have not seen or remember Winston having glasses.
