Yes as said above, the Swastika was a symbol of luck like sliver dice in the early 20th century. I would offer 50$ thats about it.

Seems to be some neo-nazi item. Engraving is very poor.
Certainly looks to be hand made, has a fair amount of wear in the loop hole. Probably aluminum. The swastika is a HJ emblem. Could very well be POW made. I agree with KMMorris on the value.

Looks like a 4th Reich Fantasy-Item in my opinion...The "engraving" appears almost as if done by a child...Not something for my collection, and rather large to hang around your neck! Glenn
