I think they are civilian Lars, the first 3 letters IIN denote what province or city the vehicle came from.

Hello Guys,
I actually found out that Germany used Roman digits between 1906-1945. I is for Prussia, II Bavaria and so forth. So the original plates my friend have say "2N" and not "iiN". I found the precise combination "IIN", which means "Bavaria, Nürnberg/Fürth. The two cities used the same code. They are indeed civilian plates
