These are actually for the 3inch mortar not the 2inch,
there are several slight variations depending where and when manufactured

German mortar shells have several smaller charges to propell them. British ones have one large one

British 3inch mortars actually use 2,3 or 6 augmenting charges ,the strength of which depended upon wether short or long range,Initiated by the primary cartridge these are a made of a cellulose/thin plastic and look a bit like test tubes,in early models of 3inch mortar they were held in place by a simple elastic band, this was later replaced with a thin spring.
