I am not aware of any Soviet/Russian Forces wearing a white beret? But I really only have an interest in wartime stuff. But WW2 British Artic Convoy Veterans wear a white beret, maybe that with a Soviet badge? I am guessing here...
Blue is usually worn by VDV/Spetsnaz.
