Can anyone give me information on this Ushanka?

I purchased this Ushanka from a Military Antiques store Tuesday, and would like to know any information regarding it. Some information I would like to know is: Is this a Military or Civilian Ushanka, manufacturing date, and any translation of the Russian words. Please any information anyone could supply would help.

It appears to be military (surplus), manufactured 1972, but can not decipher nor read the label which would be identifying information for the manufacturer. I do not believe the cockade to be original to the ushanka...

Soviet Officers Ushanka. Bill is correct the production date is 1972.
The cockade is correct for an officer, if the officer was in the Air force then the cockade would be with the small "leaves".
The makers mark states that the hat was made in the city of Kazan.

"Ministry of Light Industry of the USSR (МЛП СССР)

Tatar's Order of Lenin Fur Association, Kazan city (Татарское ордена Ленина Меховое объединение, Казань).

Factory number 4 ( ф-ка 4)"

"206" - I think this is a quality control stamp
