Info request on green beret

Can anybody tell me what this beret is for and if the insignia are correct? I got this in a package deal with some other items I wanted.

Im not 100% sure, but it looks like a post soviet beret with a soviet airbourne badge added to tart it up.
I thought soviet period labels all identify the factory which a beret was made, while post-Soviet "clones" manufactured in former-USSR countries have blank labels.

Like i said, not 100% though, so hopefully someone will clear this up!

Green could be railway troops, or border guard maybe?
