Legit or repro ushanka?

First let me say I collect bayonets and don't usually collect hats but I got this ushanka off a guy who just wanted to throw it in with a few bayos. So I have no idea if it is a repro or truly Russian military.

From what I can determine the insignia is Russian militia?

If it is real any idea about time period (I'm thinking cold war, not WWII based upon condition) and worth would also be helpful. If I try to trade it for a bayonet I would like to have an idea at least.

Any help would be appreciated.
