Ssh36 with 2 holes in front

i just got this Ssh36 shell from a Vet's family along with what is known as a Japanese prayer flag. the two holes in the front are puzzling, does anyone know where these helmets were used for? i'm thinking they were for export to other countries such as Spain or perhaps China??? where the holes were used to attach army emblems and such... what do you think? thank you
