Very interesting picture
I recently got a book on the police entities of the Soviet Union. It covers this topic from the Revolution, up to the Brezhnev era.
Among the many pictures in the book is this one, I have included.
Looks to me like a British model 1914, or U.S. model 1917 style helmet.

Hi Boridin, there was a British style helmet made for Civil Defence members in Leningrad.

how many were made during the siege of Leningrad?

Tens of thousands of these were made according to the book on Russian helmets by Clawson.

So why then are they so scarce?
Unless most of them were collected, and smelted after the war.

Most were scrapped being a local issue only. Few are found in collections.
