You write it is a private purchase parade/walking out buckle, then it is not army ? I have found a similar buckle ont his page (nr GMB-026) which looks like mine and it is a army:

John - it is Army! (Wehrmacht - Heer)
The Wehrmacht Heer soldiers had different buckles! Buckles for service (heavy one piece construction) and buckles for walking out/ parade purposes (lightwight one or two piece construction).
Are you sure that there is no makers mark?
Please have a look in detail at the marked arera. I think you will find the letters "olc" in a diamond!

John the buckle is Heer/army and was used for parades or it was bought by the individual himself (private purchase) for going out on the town
