Heer Belt Buckle?

I picked this Heer Belt Buckle up this last weekend.
Does it look good?

From the eagle it looks like a Richard Seiper buckle, is it marked near the catch RS&S?

I can't find any markings on this buckle, maybe the rust has taken over?
Or just an original unmarked?
