Its a genuine private purchase walking out buckle and a mess, for me I would save my money and get a better one

A Walking Out tunic is a Waffenrock. That is, not a "combat" tunic (or buckle)

It was worn with a parade tunic, rather than a combat one. There's nothing necessarily wrong with that. It's all down to your personal tastes. Irrespective of what it is, the condition is very poor. A better buckle could be found with ease.
Both Lakeside Trader and Espenlaub ship internationally, and have a nice selection of buckles. There are others, but these are two dealers that I trust personally and can recommend wholeheartedly.
