As Ben stated on my thread, these are private purchase buckles and yours is a nice one!
My example can be seen here,

It may even be the same maker, looking at the eagle's head.

It means that they were not issued but rather bought privately, perhaps to go with a dress uniform?

In Germany, that kind of buckle was called Extrakoppelschloss. (I love that word)

And by collectors often called private purchase buckle or parade buckle.
The original owner bought the buckle to wear when he was out on the town having a beer maybe?

With other words; the buckle was not used in the service.
