    So would the type of prongs on the buckle be correct for as private purchase? As I have never seen these on issue buckle

    I am sure you took a good look at the steel RS&S tab. I have the same buckle with the Eagle M stamped into the back of the tab. That would make it a Costal Artillery buckle. RS&S produced a large portion of the KM and Costal Artillery buckles.
