Help with breast eagles

Hello! Today I found these two eagles at the museum I volunteer at. Supposedly they were donated by a veteran several years ago. They have not been on display and I am suspicious of them. Any help would be greatly appreciated.

The first one with the green backing looks totally wrong, and both have the swaz's facing the wrong way, so unless the second (with red backing) is for norway (or similar, I cant remember who uses reverse swaz's) it is also wrong, certainly not a German example, IMO
