Nothing unusual there, really.
Black collar patches were worn by the Luftwaffe's construction branch, which eventually also included the air raid-protection units.
The other men (with the triangular rank "stars" on their collar patches) are Beamte (officials) of the Luftwaffe.

The guy in the first photo may be flak/artillery, his collar tabs would be red which appear to be quite dark in black/white photos!...
