It would appear to be a Heer breast eagle such as the one on my M36 feldbluse . Iam not positive but I do believe I have seen these eagles with the green backing used on officers tunics .

I just spent the last few minutes looking at examples posted on the collectors guild of officers M36 feldbluses and IMO it is an officers breast eagle and the way it has been sewn on the backing is 100% TR period.

Officers were allowed to wear it also with the Feldbluse....
