Can anyone identify this insignia

Hi everyone, i purchased a collection of wwii german and russian items and this was part of it. I was hopping someone could identify it. i have spent hours searching the web and have not been able to come up with anything. Any information would help. thank you

The only thing I can tell you for sure is that it has nothing to do with Germany's Third-Reich era armed forces. Otherwise, no idea, but it does look interesting.

The first thing I thought of was "Soviet Chaplain", but then I realized what an oxymoron that is.

I would have never thought in that direction. Doing a Google image search for "Templar Chapeau" instantly brings up a lot of examples; just look at this supplier's page:
