Looks like a nice quality pre war Heer Officers greatcoat. The shoulder boards are loose and may have been replaced.

Yes it looks like a nice prewar privately purchased Officer greatcoat....as Ade mentioned the shoulderboards look a bit loose...which wouldn't be a problem for me (the price must reflect this) as replaced shoulderboards mean that you can replace them again for something more sexy....
