It appears to be an original 2nd pattern Heer enlisted man's breast eagle. Too bad that it has been cut so close to the edge. It's application for use on a tunic is worthless.

Flatwire eagles pretty much used the same pattern as the standard Heer BeVo eagles . the only real difference is that they used a flatwire in construction. Here is a link that shows most of the standard Heer eagles: Favorite BeVo Eagles

Flatwire is made with metal thread (hence wire) for officers, and regular cotton thread for enlisted.
BeVo is a type of style manufacture and can use cotton or wire depending on officer or enlisted use.
