This just screams "Original!"
However, it is not for Propaganda troops, but is for a Heer Infanterie Reservist. Note the white waffenfarbe piping with the secondary grey underlay for the reservist. Rank is for Hauptman.

"Mantel fur Offiziere" is the German for Officers' Greatcoat...and the other way round !Even if I'm reasonably sure that I mispelled the German!!!
