My knowledge of patches isn't the best, is this a heer officers collar tab?

No Its i think for other ranks parade uniform ( field litzen were cotton ). Officer litzen are more elaborate with thick bullion aluminium weave and are much wider , near to the width of Officer collars which are set up more than on soldiers tunics .
