help with ID of shoulder boards

does anyone know what branch of service these came from , cant find any info on them I think maybe forestry ?

This is the Meister of Ordnungspolizei straps and officers collartabs

Police. Enlisted shoulder boards. I think the officers collar tabs may be police but there are so damned different shades of green for military designation that I am not sure.
